The Green Paper on the reform of adult care and support in England has been promised for some time. At first, it was beginning of 2009, then it was April 2009, then June 2009 and now, finally, it will be "early July".
The reason this green paper is so vital to the industry is that it will undertake to transform the way adult social care is organised and funded - a system which is currently massively underfunded, unsustainable long-term and which creates a postcode lottery for it's users.
Phil Hope, the Care Services Minister, says the green paper will be
“radical, and that it will spell out what we will do in future to ensure that people get high-quality care, and that they have choice and control over that care. We will make sure that the system is fair, transparent, simple and affordable for all. Those things are matters of principle for us.” (see www.skillsforcare.org.uk)
Let's hope, come early July, that the long-awaited paper makes its appearance...
